Position: Senior Vice President of Government Affairs
Reports to: CALA President & CEO
Summary
CALA is seeking a passionate and talented Senior Vice President of Government Affairs to develop, implement, and oversee policy, advocacy, and government affairs efforts. This position is CALA’s principal advocate building relationships with legislators, legislative staff, state officials and external stakeholders to achieve positive outcomes. The Senior Vice President of Government Affairs is a key contributor to CALA’s strategic plan implementation and leads a talented internal team of two policy/advocacy staff and two contract lobbyists.

The California Assisted Living Association (CALA) is the only association solely representing the state’s Residential Care Facilities for the Elderly, which encompass Assisted Living, Memory Care, and Continuing Care Retirement Communities. CALA advocates for laws and regulations that support our members’ provision of high-quality care, and we work to educate policymakers, stakeholders, and the public-at-large about the quality of life enjoyed by residents and the attractive career paths available to job seekers.
Essential Duties and Responsibilities
Advocates for CALA’s Assisted Living, Memory Care, and Continuing Care Retirement Community members by engaging with state legislators, government officials, and key stakeholders.
Develops policy positions in collaboration with public policy committee members and policy team, and designs strategies to achieve desired outcomes.
Analyzes proposed state legislation, assessing its potential impact with input from CALA committees and public policy team.
Leads negotiations regarding legislation with elected officials and legislative staff.
Testifies before legislative committees and regulatory bodies.
Builds relationships with legislators, legislative staff, the Governor’s office, state agency and department officials, and external stakeholders.
Prepares advocacy materials including letters, briefing documents, position papers, summaries, etc. for establishing and advocating CALA positions.
Manages CALA’s Public Policy Committee ensuring productive meetings, clear communication, and regular updates, including leading members in bill review and positioning process.
Prepares quarterly reports for the CALA board and provides regular communications with association membership on legislative and policy activity.
Develops tactics, strategies, and priorities with contract lobbyists.
Oversees grassroots advocacy program.
Oversees CALA’s Political Action Committee. Represents association at political events and fundraisers.
Contributes to responses to press inquiries regarding Assisted Living issues.
Presents at CALA’s spring and fall conferences.
Supervises VP of Regulatory Affairs and Advocacy Engagement Specialist.
Qualifications and Experience
Bachelor’s degree required; advanced degree preferred.
Minimum of seven years’ advocacy and government affairs experience.
Successful track record working with California state legislators, staff, and government officials.
Strategic vision and system-level thinking. Views the CALA’s members as customers and can manage more than one viewpoint on a particular issue.
Ability to work independently, to lead and manage multiple projects.
Strong track record of relationship and coalition building.
Excellent interpersonal, written and verbal communications, analytic and negotiation skills with proven ability to analyze and synthesize information efficiently and thoroughly.
Enthusiastic, team-orientated, and committed to a positive work environment.
Understanding of aging and long-term care policy and experience with trade associations preferred.
Compensation, benefits, and other
$200,000 to $225,000, based on qualifications and experience.
Based in Sacramento, with a hybrid work environment (in office Monday through Thursday, with remote optional Friday).
