SALARY: $181,125.00
The Department of Children and Families (DCF), Children’s System of Care (CSOC) is seeking a qualified individual to fill the Assistant Commissioner position located in Trenton. This position may be eligible to work remotely for up to two days in a calendar week.
DEFINITION: Under the direction of the Commissioner or a Deputy Commissioner in a state department, institution, or agency, within a broadly defined area of objectives, formulates plans to accomplish programs of the department; may provide advice to the Commissioner to assist in policy formulation and other policy matters; coordinates and integrates departments initiatives to achieve set goals and objectives; manages staff and work activities; prepares and signs official performance evaluations for subordinate staff; does other related duties as required.
The Department of Children and Families (DCF) is seeking a dynamic, mission-driven leader to serve as the Assistant Commissioner of the Children’s System of Care (CSOC). This senior executive position is responsible for guiding a comprehensive, statewide system of care that supports children and youth (ages 0–21) with emotional and behavioral health needs, intellectual and developmental disabilities, and their families. The Assistant Commissioner supports the Deputy Commissioner to advance CSOC’s strategic vision and oversees day-to-day operations. This includes developing and strengthening CSOC programs and services such as intensive care coordination using High-Fidelity Wraparound, Mobile Response and Stabilization Services, Family Support Organizations (family peer partners), in-home services and supports, respite, out-of-home care, and other critical services and supports across the care continuum. This role is central to ensuring that CSOC continues to operate through a System of Care (SOC) framework and infuse SOC core values: youth and family driven, community based, and culturally competent - throughout policy, practice, and implementation.
The ideal candidate will ensure that the system is coordinated, accessible, and effective. The Assistant Commissioner will develop and maintain strong cross-system partnerships with DCF’s Division of Child Protection and Permanency (DCP&P); the Department of Human Services’ Division of Mental Health and Addiction Services (DMHAS), Division of Developmental Disabilities (DDD), and Division of Medical Assistance and Health Services (DMAHS); the Department of Health (DOH); the Department of Education (DOE); and the Youth Justice Commission. The Assistant Commissioner will also provide executive oversight of the Contracted System Administrator (CSA), CSOC’s single point of access for care coordination, utilization management, and the statewide electronic health record. In this role, the Assistant Commissioner ensures strategic communication across the system and builds meaningful relationships with community-based organizations, advocates, families, and other stakeholders. These partnerships strengthen the System of Care, allowing for the conditions to be set, to ensure that shared programs, projects, and initiatives advance child and family well-being.
REQUIREMENTS
EDUCATION: Graduation from an accredited college or university with a Bachelor’s degree. A Master’s degree is strongly preferred.
EXPERIENCE: Ten (10) years of professional experience in developing, designing or implementing broad scale innovations and programs for children and their families. Five (5) years in an executive capacity.
